Haryana is a prosperous state in northern India. It consists of 22 districts and stands 17th in the list of most populated states in India. Therefore, the city roads experience heavy traffic throughout the day. 

With the rise in population, the demand for driving licences in Haryana has also increased significantly. The Regional Transport Office handles its task of issuing a driving licence in Haryana very diligently and ensures that this process is smooth for the candidates. In addition, the number of commercial vehicles in Haryana, however, is more in comparison to some parts of India.

Different types of driving licences issued in Haryana are:

1. Learner’s Licence

A learner’s licence is issued for those who wish to attain a permanent driving licence. It is issued for the timeframe where an applicant starts to learn how to drive and builds their skill. 

Once an applicant has appeared for their driving test and successfully passed it, they are then provided with a permanent driving licence.

2. Permanent Licence

As mentioned above, a permanent licence is provided once the applicant clears their driving test. They can use this licence to drive any privately owned vehicle.

3. Commercial Licence

According to the Motor Vehicle’s Act, the government of Haryana issues commercial driving licence to those who drive commercial vehicles such as buses, cabs and goods-carrying vehicles. The eligibility criteria for attaining a commercial licence are slightly different from that of a permanent licence. In this case, all applicants must have passed the 8th standard. 

4. International Driving Licence

An international driving licence allows people to drive a vehicle outside India. For this, one must have a valid permanent licence.

The eligibility criteria to apply for a driving licence in Haryana are mentioned below:

• Applicants must be above 18 years of age to apply for a permanent licence

• Candidates must be above 20 years of age,  with a minimum qualification of 8th standard and must hold one year of a valid licence to obtain a commercial licence. 

• Applicants must be thorough with all traffic rules and regulations

• Applications for a driving licence must be submitted after 30 days and within 180 days from the issue of the learner's licence

There are several documents required to obtain a driving licence in Haryana. The list of documents is mentioned below:

• Aadhaar Card

2. Address Proof

3. Other Necessary Documents

• Passport-size photographs 
• Form 4 (application form for a driving licence in Haryana)
• Some amount of money as application fees
• Driver Training Certificate (it is required for those applying for a commercial driving licence)

Step 1: Visit the official website of the Ministry of Road Transport and Highways

Step 2: Click on Online Services and then select the services related to driving licences

Step 3: Enter details of your state

Step 4: Click on the option for applying online for a new driving licence

Step 5: Fill out the application form and submit it along with the required documents

Step 6: Visit the RTO Office for document verification

Step 7: Book a slot for the driving test and pay the application fees

Step 8: After this, the candidate will be asked to appear for the driving test on the scheduled date.

The below-mentioned steps can be followed by those who wish to apply for a driving licence using the offline method:

Step 1: Visit your nearest Regional Transport Office

Step 2: Collect the Driving Licence application form and fill it out or seek help from an official to fill the form

Step 3: After filling out the form, attach all necessary documents with it. 

Step 4: Submit the form, pay the application fees and schedule a driving test

Step 5: Visit the venue of the driving test on the scheduled date.

Step 6: The driving licence will be delivered to candidates on successfully passing the driving test.

A motor vehicle inspector is essential for conducting a driving test in Haryana. For this test, the applicant needs to own the same class of vehicle that he or she has applied for a driving license. However, if the applicant lacks a vehicle, the motor driving school can provide it.   

Test for Two-Wheeler & Three-Wheeler

The applicant must ride abiding by the imaginary border of ‘8’, remembering that the vehicle should never stall. After this, the inspector assesses the applicant’s driving performance before they are permitted to ride on public roads.

Test for Four-wheeler

For four-wheelers, the applicant must take the test on a differently designed road and ensure not to touch the columns. The applicant is disqualified if the columns get touched even by a bit. After this, the applicant is made to drive on a public road, and based on this performance, the applicant will pass or fail. 

If any applicants fail the test for a driving license, they can retake and apply to undergo the test after 7 days. Applying for a retest incurs a small fee.

The process to check the status of driving licence online in Haryana online is mentioned below:

Step 1: Visit the Parivahan website

Step 2: Click on the tab that says ‘Online Services’, then click on ‘Driving Licence Related Services’ 

Step 3: A dropdown menu will appear, select your state from the list. 

Step 4: After selecting your state, click on ‘Apply Online’, then click on ‘Application Status’ 

Step 5: Now, enter your application number, date of birth and enter the captcha then click on ‘Submit’

Step 6: A page will open showing the status of your driving licence

There are online and offline methods to apply for a duplicate driving licence. Both the methods are mentioned below:

Online Method

Step 1: Visit the website of the Ministry of Road Transport and Highways and click on ‘Apply Online’ then click on ‘Services on Driving Licence’ 

Step 2: Next, you will have to enter your driving licence number and other details like your date of birth. 

Step 3: After this, select your state, the number of the RTO office and verify the details of your driving licence. After verification click on ‘Confirm’.

Step 4: Now, you will have to select the driving licence you are option for. After selecting, put a tick on the box of the No Objection Certificate (NOC) page and provide the captcha. 

Step 5: You will then find the acknowledgement form. Attach all the necessary documents here as mentioned in the official website.

Step 6: After uploading the documents, upload your photograph and signature complete the e-payment process. Collect the payment receipt after successful completion. 

Step 7: After all the above mentioned steps are complete a duplicate driving licence will be delivered to the registered address. Or, you can download it from the Parivahan website.

Offline Method

Step 1: Visit the RTO office in your locality and submit the Intimation of Loss or Destruction of Driving Licence or LLD Form along with other necessary details and documents. 

Step 2: Make the payment for the duplicate driving licence and collect the payment receipt. The duplicate driving licence will be delivered to the registered address. You can use the payment receipt as an alternative until you receive the licence.

Driving licence in Haryana can be renewed both online and offline. Both the methods are mentioned below:

Online Method

Step 1: Visit the Parivahan website and download ‘Form 2’.

Step 2: Fill the form with all the necessary details.

Step 3: Go back to the Parivahan website and click on ‘Online Services’, then click on ‘Services related to Driving Licence’.

Step 4: Now, select your state from the dropdown menu, then select the tab for the renewal of driving licence and then press ‘Continue.’

Step 5: Next, enter your driving licence number along with your date of birth then enter the captcha and hit submit.

Step 6: Submit all the required documents and take a printout of the acknowledgement receipt. 

Offline Method

Step 1: Visit the RTO office of your locality

Step 2: Collect the form for driving licence renewal or Form 2.

Step 3: Fill out the form with all the necessary details and attach the required documents along with it. 

Step 4: Submit the form and pay the fees amount and collect the receipt.

The documents required for renewing a driving license in Haryana are:

• Photocopy of the driver's expired driver's license.
• Obtain Form 1A ( The driver has to be at least 40 years of age)
• 2 Passport-sized photographs of the applicant 
• Form 9
• Photocopy of certain documents that can prove your identity as a resident of Haryana
• Receipt of payment of application fee of ₹200

People can apply for a smart card driving licence both online and offline. The procedure to apply for a smart card driving licence is mentioned below:

Online Method

Step 1: Visit the state transport department’s official website and download the application form of the smart card driving licence. 

Step 2: Fill out all the details and submit the form along with all the necessary documents in the RTO of your locality

Step 3: After completing the payment you can apply for the driving test. 

Step 4: On successful completion of the test the authorities will collect the biometric data.

Step 5: After all the above mentioned steps are complete, the smart driving licence will be delivered to the registered address. 

Offline Method

Step 1: Visit the RTO office in your locality and collect the smart driving licence form.

Step 2: Fill out the form and provide all the necessary documents. 

Step 3: After submitting the form and completing the payment, the authorities will record the biometric data.

Step 4: Once all the above mentioned steps are complete, the smart driving licence will be delivered to the registered address in due time.

Applications for an International Driving Permit can be made both online and offline in Haryana. Both the methods are mentioned below:

Online Method

Step 1: Visit the Parivahan website.

Step 2: Click on the ‘Online Services’ option and then go to ‘Driving Licence Related Services

Step 3: Next, select your state from the dropdown menu then click on ‘Apply for International Driving Permit or IDP’. On the page that appears with the instructions, click on ‘Continue’

Step 4: On the new page enter the details of your driving licence and your date of birth then click on ‘Get DL Details’. The page that opens will show the details of your driving licence. If all the details are correct, click on ‘Proceed’

Step 5: After this you will have to enter the details of the new country and details of your Visa. Once done, click on ‘Confirm’

Step 6: Once your application is submitted you can go and submit the documents in the RTO office and pay the fees. The fees can also be paid online.

Offline Method

Step 1: Visit the RTO office in your locality and collect the form for an International Driving Permit. 

Step 2: Fill out all the necessary details along with the name of the country to be visited, the duration of the stay, etc. 

Step 3: Submit the form with all the necessary documents attached. You shall receive your International Driving Permit within 24 hours of application.

The procedure of a driving test is mentioned below: 

Step 1: Collect the CMV 4 form from the RTO counter or you can also download the form online. However, you will have to submit 3 passport size photographs if collecting it from the counter.

Step 2: Next, you will have to provide certain documents in order to obtain the driving licence. The documents include:

• Learner’s licence
• All the documents of the car in which you intend to take the driving test which include the vehicle registration certificate, insurance certificate of the vehicle, the Pollution Under Control (PUC) Certificate. In case the test is being taken on a transport vehicle, the Fitness Certificate must also be carried.
• Application form duly filled.

Step 3: Reach the RTO office and collect the Driving Licence booklet for ₹40. Make another payment of ₹300 for the driving test. 

Step 4: Submit all the documents in the RTO office. 

Step 5: After this the driving test will be conducted.
