You will need to move to Delhi from Indore. It’s a 3-year contract. Among other things which you decide to take with yourself, you take your bike.

What is NOC for a Bike?
NOC is the acronym for No Objection Certificate. It is issued by institutions or organisations in India to note that they do not object to the covenants of an application or document.

When is an NOC for a Bike Required?
When you travel from one state to another for a period of more than 1 year or 12 months with your bike, you are required to obtain a NOC from your Regional Transport Office or RTO.
Why is it Necessary?
RTO is an enforcing body which ensures that individuals in their purview adhere to the standards and provisions as stipulated in the Motor Vehicles Act 1988. Now, when you purchase a bike, you need to register it with your Regional Transport Office or RTO.
It is mandatory, so as to ensure you and your vehicle are in conformity with the stipulated laws. An RTO keeps records of individual drivers and their vehicles in accordance with details such as excise duty payment, pollution control standards, emission standards, etc. It helps RTOs to oversee and enforce conformity to the provisions in the law.
Now, in case, you move to another city or state, which has a different RTO, you need to obtain an NOC which allows you to deregister with your original RTO and re-register with the RTO of your new location.
If you do not change your RTO status, it is considered as obstructing enforcement of law and is met with fines, cancellation of driving license, etc. It is because such new RTO will not possess yours and your vehicle's details in their records which will not allow them to ensure you are in adherence to the law.
How to Apply for NOC for a Bike?
Let us continue from the illustration mentioned at the beginning of this article. You get a promotion in your job and have to relocate to Delhi indefinitely. You decide to take your bike with yourself to Delhi.
As Government mandate dictates, you would need to obtain an NOC from Indore’s RTO which will authenticate your deregistration from that RTO.

- An application for No Objection Certificate (NOC)
- An attested copy of the existing registration certificate of your vehicle
- Original copy of your two-wheeler insurance policy papers
- Road tax or excise duty receipts
- Photocopy of Pollution under Control (PUC) Certificate
- A pencil of your bike or scooter’s Chassis
- Form 28 duly filled by you (4 copies)
- NOC from bank or financier (if bought with a loan or EMI)
Once you have submitted all the above-mentioned documents, the process for issuance of your NOC for bike transfer would be initiated by your RTO.
Things to Know about No Objection Certificate for Bike

Individuals who are travelling to a different state for a period exceeding 1 year or 12 months need to apply for an NOC.
Hence, if you are travelling to a different city or state with your two-wheeler vehicle, ensure that you apply for an NOC for your bike or scooter by following the due procedure mentioned above.
In addition to this instance, you also need to obtain an NOC for a bike with the RTO if you sell your two-wheeler vehicle to someone who is thinking about taking it to another state.
Through this process, your original RTO will deregister you and your vehicle from their database and discount you from their purview.
What is the Fee to Apply for an NOC for a Bike with RTO?

However, that might not be the end of finances you are required to shell out when obtaining an NOC.
When you register your vehicle for the first time with an RTO, you are required to pay road tax or excise duty for it. This tax varies across different states.
In case you are travelling from a state where the road taxes are less than the state you are relocating to, you will need to pay the surplus amount upon re-registration.
On the other hand, if you are travelling to a state where the road taxes are less than what you have paid during registration, you are eligible to receive a refund upon re-registration of your vehicle.
What is the Validity for an NOC for a Bike?
The trouble with taking your vehicle to another state does not end with just obtaining the NOC. Did you know that such NOC also has a strict validity period? You are required to conclude your re-registration under a different RTO before the NOC’s validity lapses.
The NOC for the bike which you obtain from your RTO is valid for 6 months. After its expiry, you cannot re-register your vehicle with a different RTO. In case of banks, the validity of an NOC will be up to 90 days.
How can you Cancel your NOC for Bike?
You find a job with a better designation and salary in your hometown and decide to bunk your plans for relocation to a different city. But, that fortuity occurs after you have taken the trouble to apply and obtain an NOC for your bike. What do you do now?
In such an event, you need to apply for a Non-Utilisation Certificate (NUC) with the RTO for which you obtained your NOC. Subsequently, you need to submit the NUC to your original RTO.
