How to Apply for a Driving Licence in Assam?
Enriched by the Brahmaputra and Barak rivers, Assam has witnessed rapid development through the years. Moreover, transport infrastructures have improved at a notable rate. The Transport Department of the Government of Assam has the duty to supervise transport operations in the state.
The department is also responsible for issuing various categories of driving licences in Assam. This governing body ensures that vehicle drivers of this region uphold all the transport laws and regulations in the state.
Types of Driving Licences Issued in Assam
Each individual may apply for any of the following types of driving licence in Assam:
1. Learner’s Licence: It is a temporary licence and comes with a six months validity. The applicant needs to apply for a permanent driving licence within that period.
2. Permanent Driving Licence: A candidate who has had a learner's licence for a minimum period of 30 days is eligible to apply for a permanent driving licence. As the name indicates, it comes with longer validity.
3. Commercial Driving Licence: As per the Motor Vehicles Act, the government of Assam issues commercial driving licence that allows one to drive transport and commercial vehicles such as buses, cabs and goods-carrying vehicles.
4. International Driving Licence: If you would like to drive a bike or car outside India, then you are required to procure an International driving licence from your local RTO office. This permit is provided on request and requires extra charges.
Eligibility Criteria to Apply for a Driving Licence in Assam
To drive a motor vehicle in Assam, each individual must have a driving licence. They must fulfil the following criteria to apply for a driving licence:
Any 16-year-old individual is eligible to obtain a driving licence for a maximum 50cc two-wheeler vehicle.
Applicants must be 18 years of age to get a licence for bikes above 50cc and four-wheelers.
An individual must be 21 years of age to apply for a commercial driving licence.
A candidate who has already obtained a learner’s licence is eligible to apply for a permanent driving licence within 180 days.

How to Apply for a Driving Licence Offline in Assam?
Local District Transport Officer is entrusted with the duty to authorise driving licence in Assam. To apply for a driving licence in the offline mode, follow the below steps:
Step 1: Visit your local RTO office.
Step 2: Collect Form 4 from the office or download the form from the official website of the Department of Transport of the Government of Assam.
Step 3: Fill out the form with all the necessary details as requested.
Note - You must have a valid learner’s licence at the time of application.
Step 4: Submit the form and pay the requisite application fees.
Step 5: Get your documents verified by the concerned authority in the office.
Step 6: Book the date and time slot for your driving test.
Note - You may negotiate the date and time of the driving test as per your availability.
Step 7: Appear for the test on the specified date and time.
Upon successfully completing the driving test, the RTO office will process your application for a permanent driving licence.
How to Apply for a Driving Licence Online in Assam?
Nowadays, you can apply for all licence-related services from the comfort of your home. Presently, applications for Assam driving licences can be made online as well. The following is a step-by-step guide to easily apply for a driving licence online:
Step 1: Visit the official portal of the Ministry of Road Transport & Highways of the Government of India.
Step 2: Under the Licence Related Services section, click on “Drivers/Learners Licence”.
Step 3: Click on the drop-down box and choose the state as Assam.
Step 4: Select your category and specify your existing learner's licence number.
Note – If you are applying for a learner's licence, you can easily obtain the learner's licence from the comfort of your home. However, to avail this facility, the candidate must own a valid Aadhaar card. Otherwise, he or she will have to visit the RTO for document verification.
Step 5: Submit all other relevant information.
Step 6: Upload your documents.
Step 7: Book a time slot for your driving test.
Step 8: Pay the requisite fees and download the acknowledgement slip for future reference.
Step 9: Carry the receipt to the concerned RTO office on the specified date and time for the driving test and document verification.
After the verification and passing the driving test, you will receive your driving licence via post.

How to Check Driving Licence Status Online in Assam?
The status of Assam's driving licence can be checked online by visiting the official portal of the Indian Government’s Ministry of Road Transport and Highways. Follow these steps to check your driving licence status online:
Step 1: Visit the Parivahan Sewa portal of the Government of India.
Step 2: Hover over the “Online Services” option and click on the second option “Driving Licence Related Services”.
Step 3: Select “Assam” from the drop-down menu.
Step 4: Click on the “application status” button in the top right corner
Step 5: Enter the application number and date birth followed by the captcha verification code to learn the status of your application.
How to Apply for a Duplicate Driving Licence in Assam?
If your driving licence is lost or damaged, you can apply for a duplicate licence in Assam. You may either download the form, manually fill it and submit it to the RTO or visit the Parivahan Sarathi portal to generate a pre-filled application form. Both methods are mentioned here for your reference: Follow the steps below to apply for the same:
Offline Method:
Step 1: File an FIR in the concerned police station if the licence is lost.
Note – If the original licence is damaged, you have to retain the damaged licence and bring it along with you
Step 2: Download and fill up the application form from the website of the Government of Assam’s Transport Department.
Step 3: Visit your nearest RTO with a copy of the FIR or the damaged licence along with the application form to apply for a duplicate driving licence.
Parivahan Sarathi Method:
Step 1: Visit the Parivahan Sarathi portal of Government of India.
Step 2: Hover over the “Online Services” option and click on the second option “Driving Licence Related Services”.
Step 3: Select the state as “Assam”.
Step 4: Click on “Apply for Duplicate DL”.
Step 5: Read the guidelines carefully and click on “Continue”.
Step 6: Enter your driving licence number and date of birth captcha and click on the “proceed” button.
Step 7: Select your state name and RTO and click on “proceed”.
Step 8: Verify all details on the page. If the details are correct, click on “confirm”.
Step 9: Select “issue of Duplicate DL” and click on “proceed”.
Step 10: Specify the reason why you are applying for a duplicate DL. Click on “proceed”.
Step 11: Download the application form and the acknowledgement slip.
Step 12: Visit your RTO office with the documents and submit it.
How to Renew a Driving Licence in Assam?
To renew a driving licence, you have the application within 30 days of its expiry. You may follow the below-mentioned methods to renew your existing driving licence in Assam:
Offline Method:
Step 1: Download the application form from the official website of the Transport Department of the Government of Assam.
Step 2: Duly fill up the form.
Step 3: Submit the form to the RTO office along with 2 copies of passport photograph, age proof, residence proof and medical certificate.
Parivahan Sarathi Method:
Step 1: Visit the official portal of Parivahan Sarathi.
Step 2: Click on the “Drivers/Learners Licence” button.
Step 3: Select state “Assam” from the drop-down menu.
Step 4: Click on the “Apply for DL Renewal” button.
Step 5: Read all the instructions carefully and click on “Continue”.
Step 6: Enter your DL number, date of birth and, enter the captcha code and hit “Get Details”.
Step 7: Verify the details, select state and RTO and click on the “Proceed” button.
Step 8: Check the “Renewal” box from the list of services and click “Continue”.
Step 9: Download/print the acknowledgement receipt.
Step 10: Visit your RTO with all the documents and acknowledgement slip.
Procedure to Acquire a Smart Driving Licence in Assam
Smart card driving licence is a plastic card with an embedded chip inside. It stores all information about the individual, and it is harder to fake. You can apply for a smart card driving licence in Assam by following the below steps:
Offline Method:
Step 1: Visit your RTO office and request for Smart Card Driving Licence Form.
Step 2: Fill up the form.
Step 3: Submit the form to the concerned authority with the requisite fees. You will get your smart card driving licence delivered to you within a few weeks.
Procedure to Acquire an International Driving Licence in Assam
An International Driving Licence is issued to an individual who wishes to drive in a foreign country. The permit allows you to drive in other countries with which India has a diplomatic relationship. Follow the below-mentioned procedure to get one:
Step 1: Get photocopies of your passport and visa.
Step 2: Submit them to your RTO office with application form 5 along with medical form II and 5 passport-sized photographs.
Step 3: Upon verification, submit the requisite fees of ₹500.
After completing all the steps, you will get the international driving permit delivered to you via post.
What Is the Driving Test Procedure in Assam Like?
To take the driving test at an RTO in Assam, you will have to follow the below mentioned steps:
Step 1: Pay the requisite fees for the driving test.
Step 2: Submit all the relevant documents and application forms to the RTO.
Step 3: Appear for the test at the designated date and time.
On passing the test, the RTO inspector will process your application form so that you may receive a permanent driving licence.
