Gurugram, also known as Gurgaon, is a city in Haryana. It is one of the satellite cities of Delhi and a part of the national capital region. Gurugram houses India's second-largest information technology hub and the third-largest banking and finance hub, which results in an increasing population and makes it essential to follow traffic rules strictly.

Haryana plans to impose a green tax on old commercial vehicles within the NCR- district. The Haryana government intends to reduce cars, which can increase air pollution in Gurugram. The traffic fines in Gurugram collected from the green tax will be used to implement measures to reduce pollution.

The Motor Vehicle (Amendment) Act of 2019 has made traffic rules stringent for citizens. Owing to daily accidents and people's lack of awareness, the government of India declared the amendment of the Motor Vehicles Act 1988 on 28th August 2019. The new rules came into effect on 1 September 2019.

Haryana implemented the new laws, which include a massive hike in the fine for traffic rule violations. As per reports, Haryana has collected nearly ₹1 Crore as a fine under the new provisions of the revised Motor Vehicles Act. It has also raised ₹52 Lakhs, of which ₹10 Lakhs came from traffic fines in Gurugram. 

When the newly revised Motor Vehicles Act came into effect on 1 September 2019, many states implemented it, while many did not. States such as Maharashtra, Jharkhand, Madhya Pradesh, Rajasthan and West Bengal opposed the hike in traffic fines. They believe this will stress drivers and owners and will not solve any issues.

Haryana was among the first states to implement stricter traffic rules. Later, it reduced the traffic fines in Gurugram and other cities. According to reports, the Haryana government reduced traffic fines in a few sections. Fines related to these sections will be reduced from what is fixed by the Central Government.

A total of 9,13,246 challans have been collected by the Haryana Traffic Police Department during the first quarter of 2024.

Recent efforts to streamline traffic fine collection include the deployment of e-challan systems for digital fine issuance, making payments more convenient.

Process to Pay e-Challan Online in Gurugram

• You can easily pay your traffic fines online via the Parivahan website.

• Else, you can pay your e-Challan through Gurugram Traffic Police website.

You also have the choice of paying in cash using an e-challan machine carried by traffic police officers, or you can visit a nearby traffic police station to submit your fine.

The following rules are to be followed for driving a four-wheeler in Gurugram:

• Carry Licence: One must not forget to carry the driver’s licence (hard/soft copy) while driving a four-wheeler in Gurugram. The fine for driving without a licence has been increased ten times to ₹5000.

• Wear Seatbelt: The driver and the person seated beside the driver are both required to wear seat belts.

• Carry Essential Documents: It is advisable to carry the Pollution Under Control Certificate, driving licence, etc., to avoid any fines and penalties.

• Drive Within Speed Limits: Adhere to the speed limits on highways and on roads in the city to prevent overspeeding and traffic fines.

• Avoid Tinted Glass: As per the Central Motor Vehicle Rule, the windscreen and rear windows should have a visibility of 70% and side windows of at least 50%.

• Don’t Drink And Drive: Don’t drink and drive and avoid paying hefty fines and even imprisonment. 

• Get Insurance:  Driving without insurance can result in a fine of up to ₹2,000 and three months' imprisonment. Therefore, one must get car insurance.

The following rules are to be followed for driving a two-wheeler in Gurugram:

• Do Not Use Mobile Phones: It is mandatory not to use mobile phones while riding motor vehicles. Once caught, you will be fined heavily, as it is considered a nuisance and a danger to the public.

• Maintain Lane Discipline: Keeping in mind one's own safety and the safety of others, you should change according to traffic rules. Keeping close to the side of the lane will help avoid accidents.

• Don’t Drink And Drive: Do not drive after consuming alcohol and drugs, which may affect decision-making and imbalance while riding a two-wheeler.

• Wear Helmet: According to the Standards of the Indian Bureau, everyone must wear a protective helmet while on a two-wheeler in public.

• Get Insurance: Carrying insurance papers for your motor vehicle is a must. Get bike insurance before you ride a two-wheeler in Gurugram.

Although the Gurugram Police are responsible for enforcing traffic rules and regulations, our citizens must abide by the traffic rules to ensure everyone's safety. 

Any actions such as overspeeding, jumping red signals, or driving without a valid licence will not be tolerated, and those who violate these rules will face challans in Gurugram imposed by traffic police authorities.
