A diplomatic mission known as High Commission for Islamic Republic of Pakistan is established in New Delhi for assisting foreign nationals in their smooth stay in India. The High Commission is responsible for regulating the relationship between India and Pakistan.

The High Commission has the following specific functions:
Representing Pakistan in India from a political, economic, social, cultural and defence perspective
Offering support to Pakistani and other foreign nationals, while they are travelling to India
Promoting profitable trade and business exchanges between India and Pakistan
Circulating emergency passports for visitors
Releasing foreign citizens who are members of the Commonwealth if they get detested or arrested in India

For attaining a visa, you need to provide the High Commission with the following documents:
Passport
A fully updated visa application form
Current passport pictures
Proof regarding your accommodation
Proof of round-trip flight bookings
Evidence of the fees paid for visa
Letter of Invitation from Pakistan if you are applying for a visitor’s visa
Documents to prove your civil status
Evidence of having sufficient bank balance
Along with the above list, the Commission can ask you to submit some extra documents with respect to their requirement.

The High Commission for Islamic Republic of Pakistan in New Delhi offers the following consular services to its citizens.
Issuing of visas for various purposes like visit, business, education, conference, pilgrimage etc.
Assisting in obtaining passports for a newborn child
Legalisation and attestation of educational documents, commercial papers, etc.
Issuing birth, death and marriage certificates for Pakistani citizens residing in India
Attestation of POA (Power of Attorney) for Pakistani nationals residing in India
Offering assistance in voluntary renunciation of Pakistani citizenship
Issuance of NOC (No Objection Certificate) for marriage registration, healthcare treatment, burying mortal remnants of Pakistani citizens, etc.
