1. Vehicle Registration

• New Vehicle Registration:

Every personal or commercial vehicle must be registered with the particular RTO. The RC is issued at the time of registration and is valid for 15 years for motor cars and 5 years for two-wheelers.

• Temporary and Permanent Registration:

2. Driving Licences

For Two-Wheelers

For new two-wheelers, the value of the particular vehicle is fixed at 8%. For subsequent registrations, the road tax decreases based on the vehicle's age:

• Up to 1 year: 7.75%
• 1 to 2 years: 7.5%
• 2 to 3 years: 7.25%

And so on, down to 5 per cent for vehicles over 11 years old.

For Four-Wheelers

• For new four-wheelers:
  • Vehicles below ₹10 Lakh: 10% of the vehicle cost.
  • Vehicles above ₹10 Lakh: 15% of the vehicle cost.
• For older vehicles undergoing re-registration, the tax is reduced based on age:
  • Up to 1 year: 8.75% if the investment is below ₹10 Lakh / 13.75% if the investment is above ₹10 Lakh. Gradually, this has decreased to 6%, with the vehicle over 11 years of manufacture.

Commercial Vehicles

Road tax is expected to be paid quarterly for commercial vehicles, depending on their weight​.

• Charges for driving over the speed limit: ₹1000 to ₹2000 for Light Motor Vehicles; ₹2000 to ₹4000 for Heavy Motor Vehicles along with the probability of licence seizure 

Yes, it is mandatory to have vehicle insurance while driving in Chennai. Not having active vehicle insurance will make the vehicle owners subject to penalties. 

The penalty for driving without active insurance is ₹2000. 

In obtaining a new registration for a new or used vehicle at the RTO in Chennai, the following documents are needed to provide the authorities with evidence of the given car's ownership and legal validity. Below is a detailed list of the required documents, along with explanations for each:

1. Form 20 – Application for Registration of a New Vehicle

Suppose the vehicle is purchased through a loan. In that case, the bank or financial institution will issue an NOC stating that the financier has no objection to the registration of the vehicle in the owner's name and that all conditions of the loan are fulfilled.

There have been a few traffic congestions due to increased vehicles in Chennai. For instance: 

From August 30 to September 1, the Chennai traffic police announced traffic diversions due to the Formula 1 racing event. All the vehicles were directed towards Pallavan Salai from Wallajah Point. 

Regarding Kaanum Pongal, in the January 2023 celebration, Chennai Police announced certain diversions to control large crowds heading towards Marina Beach. Key routes, including Kamarajar Salai, Parrys Corner, and Adyar, also witnessed changes, with a certain road available as one-way for a smooth traffic flow. 

These events depict Chennai's robust traffic management system, including police personnel being deployed, real-time updates on mobile apps, and planned diversions to facilitate movement on vehicle-friendly occasions smoothly.

In 2023, Rapido Auto, in association with the Greater Chennai Police, initiated a massive road safety campaign at two major junctions: 

The Mylapore Luz Corner and Lighthouse Signal are on Santhome High Road. This initiative was a departure because it included on-road medical training and traffic safety awareness. About 25 Rapido Auto captains were trained in CPR, which equips them to provide first aid during any road accident. 

Moreover, in 2024, the Transport Department of Tamil Nadu launched an organised campaign. They initiated a public campaign in Chennai to tackle the growing death toll by overspeeding and violation of traffic signals. The drive also included digital boards displayed at busy traffic places with short films and infographics related to road safety, assuming this might appeal more visually to commuters.
