Bhubaneswar, the largest state of Odisha, is situated in the Khordha District. This city is also the capital of Odisha. The city is well-maintained by the municipality, and all the traffic-related matters are by the local RTO. Bhubaneswar has 2 RTOs with the code numbers OD-02 and OD-33. These RTOs also take care of the traffic laws and ensure these are maintained throughout the city.

Like all other parts of Odisha, Bhubaneswar RTO also charges a certain amount of fines for disobeying traffic rules. These are as follows:

• Driving without a proper licence: ₹5000

• Drunen driving: ₹10000 for the first time and ₹15000 for the subsequent times

• Not wearing a seatbelt and helmet: ₹1000

• Overloading: ₹20000

• General traffic rules violation: ₹500 for the first time and ₹1500 for the subsequent times

• Overspeeding: ₹2000 for LMVs, ₹4000 for MMVs

• Disobeying red signal: ₹5000 for the first time and ₹10000 for the subsequent times.

• Blocking emergency vehicles: ₹10000

• Using a mobile while driving: ₹5000 for the first time and ₹10000 for the subsequent times

• Rash driving: ₹5000 for the first offence and ₹10000 for the subsequent offences

You must consider it mandatory to have motor insurance to drive any vehicle in Bhubaneswar. If you disobey this rule, you will be charged ₹2000 for the first offence and also three months of imprisonment. For subsequent offences, you will have to pay ₹4000 or a similar period of imprisonment as previous.

Road accidents have become a prevalent issue in Bhubaneswar in recent days. On the same date of 22nd April 2023, the news of the death of 4 people was reported in different places in Bhubaneswar. The main reasons for such mishaps were rash and careless driving. 

Also, The Times of India report states that the death rate in Odisha has increased up to 7% in the first nine months of the previous year, and all major cities, including Bhubaneswar, had been counted in.

However, the local government is trying their best to provide people with a safer environment with different types of laws and regulations.

Apart from making laws, different road safety awareness programs are also taking place in recent days in Bhubaneswar to make people aware of safe driving. On 1st April 2023, the state government arranged a road safety campaign with the target of ensuring zero fatalities. Apart from this, 108 employees associated with the ambulance service celebrated a road safety week from the 11th to the 17th of January 2023 in order to reduce ambulance journeys and spread awareness regarding emergency vehicles.
