1. Vehicle Registration

It is mandatory to obtain a registration number for the new car and the used car. The services offered by the RTO regarding the vehicle registrations are mentioned as follows :  

• New Vehicle Registration 

The Pune RTO allows the registration of all new motor vehicles, be it a personal automobile or a commercial vehicle, which have to be registered with the RTO. After registration,  the RTO issues a Registration Certificate (RC) and a unique number to all those registered. 

Required Documents: Application form, Sales certificate, Insurance documents, Address proof, Identity proof, and PUC certificate. 

• Temporary and Permanent Registration 

It issues a temporary registration to all vehicles that are not permanently registered. This temporary registration is valid for one month only. At that time, one needs to apply for permanent registration.  

• Transfer of Ownership 

In case of any sale or transfer of ownership of vehicles, the RTO helps transfer ownership. To complete the transfer of ownership, the RTO modifies and updates the Registration Certificate.  

• Renewal of Registration 

Once the vehicle's initial registration expires, usually within 15 years for private vehicles, the RC must be renewed to use the vehicle legally.

2. Driving Licences

The RTO provides different types of driving permits. These include: 

• Learner's Licence

A learner’s license allows the RTO to test a person’s knowledge of traffic rules and signals. It is the first license a driver acquires after passing a test on traffic rules and signals, and it stays valid for six months. 

• Permanent Driving Licence

Learner license holders can apply for a driving license after a prescribed period. Pune RTO conducts practical driving tests to assess a person’s driving skills. 

• Renewal of Driving Licence

After twenty years, the driving license must be renewed upon issuance or when the holder attains the age of fifty. The RTO facilitates the renewal of the license in such cases.

• International Driving Permit (IDP)

The RTO provides International Driving Permits to those who intend to drive to other countries. The IDP is accepted in many countries and is usually issued for one year.  

• Duplicate Driving Licence

The RTO provides a duplicate licence after producing the required documents if a driving licence is lost, stolen, or damaged. 

3. Vehicle Permits

The RTO also provides various permits for providing licences for commercial activities. These include: 

• Commercial Vehicle Permits

Taxis, buses, trucks, and commercial vehicles require legal permits, which are issued by the RTO.

• Temporary and National Permits

Temporary permits allow a vehicle to be on the road but only for a short time or for a specific purpose. A national permit is required for vehicles in interstate operations and the transportation market.

4. Road Tax Collection

Road tax is collected by the RTO, which varies based on the type of vehicle and its use. There are two types of road taxes: 

• Lifetime Road Tax

This tax may be paid when registering a private automobile. The cost depends on the car's price and category, whether luxury, ordinary, or family car.

• Annual Road Tax

Road tax is paid annually to be due for any commercial vehicle based on the type and size of the commercial vehicle.

5. Fitness Certificate for Vehicles

Commercial vehicles must undergo some fitness tests to check the roadworthiness of vehicles and maintain them according to safety standards. The RTO provides services related to this: 

• Issuance of Fitness Certificate

Commercial vehicles require the fitness certificate to be renewed annually. The vehicle undergoes safety checks to ensure its safety on the roads.  

• Renewal of Fitness Certificate

Similar to registration, fitness certificates are also issued for a limited period, depending on the type of vehicle and usage.  

6. No Objection Certificates (NOC)

The RTO grants a No Objection Certificate (NO. C) in case of interstate transfer of vehicles. This service is essential for the legal movement of vehicles across states:  

• Transfer of Vehicle to Another State

NOC is essential when you want to transfer your vehicle from one state to another permanently. The NOC permits the automobile's registration in the new state without interference from the initial RTO.

1. Temporary Registration

This type of registration is only valid for seven days and is issued at the time of purchase. It can be extended to a maximum of one month. After one month, a permanent registration would be necessary to drive the car legally.

• Purpose: It enables the owner to operate the car until he legally registers it permanently. 
• Issuing Authority: This authority is usually provided by the dealer where the car is purchased, but it is also available at the RTO. 

If the permanent registration has not been completed within the validity period of the temporary registration, the RTO may grant an extension, but it is often for a limited time and under certain conditions only. 

2. Permanent Registration

The permanent registration certificate must be registered at the Pune RTO office along with other necessary documents to validate the car purchase. It is issued to the owner as proof.

• Application Timeline: The permanent registration should be applied within the period of validity of the temporary registration. 
• Registration Certificate (RC): Upon registration, the RTO supplies a Registration Certificate (RC) that proves ownership and must be produced while driving the automobile.

For commercial vehicles, registration lasts for 2 years and entails constant renewal. Permanent registration is mandatory, and any delay in registering your vehicle may result in penalties or fines.

Every vehicle owner must mandatorily pay registration charges to the Pune RTO to get their vehicle registration certificate. Here is a list of the charges:

Here is a list of the Maharastra road tax, implemented by the state government that are followed by the RTO offices in Pune:

1. For Two-Wheelers (as per engine capacity):

• Till 99cc: 10% of vehicle cost

Yes, it is mandatory to have motor insurance, if you want to drive a vehicle in Pune. If you do not have a valid driving licence, you have to pay a fine of ₹2000 and/or imprisonment for 3 months with or without community service. For repeat offences, the fine is ₹4000.

The following documents must be submitted when registering a new or used vehicle at the Regional Transport Office in Pune. They assist in establishing the authenticity of the vehicle and its owner. Below is a comprehensive list of documents required for vehicle registration:

1. Form 20 – Application for Registration of a New Vehicle

This is the official form you must complete to register your vehicle. It contains information about the vehicle, its owner, and other relevant information.

2. Sale Certificate (Form 21)

The vehicle dealer issues this certificate to assure the buyer that the vehicle was bought legally. It contains information about the date of purchase, the buyer, and the seller.

3. Roadworthiness Certificate (Form 22)

This is a legal certificate given by the vehicle manufacturer to certify that the vehicle is fit to be driven on the roads and complies with the stipulations of the Law of the Motor Vehicles.

4. Vehicle Insurance Certificate

A vehicle insurance policy is compulsory at the time of registration. The law stipulates that it must at least include third-party risks. Comprehensive insurance can also be provided.

5. Temporary Registration Certificate

If the dealer has already assigned the vehicle a temporary registration number, this must be included in the application for permanent registration.

6. PUC (Pollution Under Control Certificate)

A pollution under control certificate is a document that confirms that the vehicles are compliant with emission standards and are roadworthy without emitting excessive pollutants.

7. Invoice from the Dealer

An original purchase invoice from the dealer is necessary to prove the price and other features of the purchased vehicle.

8. Road Tax Payment Receipt

Road tax payment is required at the time of vehicle registration. The amount of the deposit depends on the type of the vehicle and its cost. A receipt for payment of road tax must be produced.

9. Identification of the Physical Person Behind the Vehicle

One of the following documents can be submitted as proof of identity: 

• Aadhaar card
• Voter ID card
• PAN card
• Passport
• Driving licence

10. Address Proof of the Vehicle Owner

You must submit proof of your residential address in Bangalore. Acceptable documents include: 

• Aadhaar card
• Voter ID card
• Passport
• Utility bills (electricity, water, gas) which the owner pays
• Lease contract (if renting a residence)

11. Passport-Size Photographs

The applicant must submit recent passport-sized photographs for documentation.

12. Customs Clearance Certificate (for imported Vehicles)

If the vehicle is imported, it is necessary to have a customs clearance certificate, which indicates that all customs and import procedures have been completed.

13. PAN Card or Form 60/61

If the vehicle costs more than ₹50,000, you must produce your PAN card details for tax. If you do not have a PAN card, you can attach Form 60/61.
