Indian cities currently accommodate 31% (as per Census 2011) of the country's total population, which contributes to 63% of GDP. By 2030, individuals can expect this number to rise to 40% in urban areas and GDP contribution to 75%. Indian cities require institutional, physical, social and economic infrastructure to ensure this growth.

India can reach that mission by 2030 only by improving the quality of living and enhancing the scope for investment. It is here that the concept of smart cities and, subsequently, Smart Cities Mission became necessary.

What Is the Smart Cities Mission?

Launched on 25th June 2015, Smart Cities Mission is a new initiative by the Government of India. This mission focuses on sustainable and inclusive development and aims to create a prototype that other aspiring cities can follow. Currently, the Government has selected 100 cities to build up as Smart Cities. All works regarding this mission will be underway through two phases.

Smart City stresses upon the basic needs of individuals and utilises maximum opportunities to improve people’s lives.

A lot of approaches are applicable in creating smart cities. These are urban planning best practices, public-private partnerships, policy change, digital and information technologies. These cities always prioritise people and their needs.

What Are the Objectives of Smart Cities Mission Program?

The main objectives of the Smart Cities Mission are as follows -

  • Promote economic development.

  • Increase income, especially for poor and marginalised people.

What Is the Strategy of National Smart Cities Mission?

Smart City Mission scheme follows the below-mentioned strategies -

  • Area-based development by following a step-by-step method which are,
    • Retrofitting
    • Greenfield
    • Redevelopment
  • Pan-city initiative where at least one Smart Solution will be applicable city-wide.

What Are the Core Smart Infrastructure Elements of Smart City Mission?

Below is a list of core smart infrastructure elements of smart cities -

  • Adequate water supply.
  • Guaranteed electricity supply.
  • Enhanced governance, especially e-governance and citizen participation.
  • Sustainable environment.
  • Sanitation (including solid waste management).
  • Improved transport facilities.
  • Safe and secure city, especially for women and children.
  • Cost-effective housing facilities specifically for the poor.
  • Optimal IT connectivity and digitalisation
  • Education and health.

How Is the Government Planning to Implement National Smart City Mission?

The government is planning to implement Smart Cities Mission in the following ways,

  • The Ministry of Urban Development makes the selection of cities for funding through a competition-oriented area-based model. This competition is functional at both state-level and national levels. Cities that get the highest score can become part of this mission.
  • This Ministry decides to complete the selection process in two stages.
  • Round 1 occurred in January 2016 and May 2016 (Fast track round), where 20 and 13 smart cities got chances to enter the program, respectively.
  • This Mission’s Round 2 took place in September 2016, where 27 smart cities won the selection test out of 63 potential cities.
  • Round 3 happened in September 2017. Here, out of 45 potential cities, only 20 cities passed.
  • Round 4 occurred in January 2018. Only 10 out of 15 potential cities passed the selection process and completed the list of 100 smart cities missions.
  • The implementation of Smart Cities Mission was complete when authorities set up a Special Purpose Vehicle (SPVs) as a Limited Company under the Companies Act,2013. Smart cities were mandatorily set up SPV and began implementing smart city proposals, tenders etc.
  • These SPVs will transform these proposals into projects via Project Management Consultants and start implementing the same.

How Long Will It Take for This Mission to Complete?

Smart Cities Mission will complete the tasks in five years window from FY 2015-16 to FY 2019-20. This mission may continue afterwards as per the Ministry of Urban Development's evaluation as per the outcomes of this mission.

Who Sponsors Smart Cities Mission’s Funding?

Smart Cities Mission works as a Centrally Sponsored Scheme hence, gets ₹48,000 crores over five years. It means this mission receives ₹100 crores per city per year (on an average). The State Government/ULB must provide the same amount for completing this mission. Therefore, each city gets ₹1 lakh crore for the development of smart cities.
