What Is the Objective of Saksham Yojana and How It Works?
The Saksham scheme emphasises the overall welfare of the state's unemployed educated youths. This scheme focuses on providing financial aid to eligible applicants and extending employment opportunities to them at different State Government's departments to earn their livelihood.
The departments of State Government, Boards, Colleges, and Corporations must notify the Employment Department of Haryana about job vacancies. The Employment Department will send SMS and email alerts to applicants' registered contact details about employment opportunities.
Selected individuals will get an opportunity to work in any department of State Government or banks under this scheme. They will start working as trainees and need to work 100 hours per month in the department where they have been recruited.
What Are the Features of the Saksham Yuva Yojana?

This scheme allows applicants to select skills to learn and develop themselves. This enables them to acquire the required job skills. Alternatively, they can also opt for self-employment.
As stated earlier, this scheme provides an honorarium and unemployment allowance to eligible candidates. It also aims to increase employment opportunities for educated youths and extend placement in multiple State Government's departments.
The State Government will pay the honorarium for a maximum of 36 months or until an applicant turns 35 years, whichever is earlier. The 36 months will be calculated from the allotment date of the honorarium. Similarly, the funds will be transferred till the exact date when an applicant turns 35 years.
What Are the Eligibility Criteria to Qualify for the Saksham Yojana?
Individuals need to meet the following eligibility criteria to qualify for this Saksham Yuva scheme:
- Applicants must be a resident of Haryana.
- Postgraduates, graduates of Science, Engineering or equivalent subjects, BA in Arts, B.Com, BA in Maths, and 10+2 are eligible for this scheme.
- Graduates and postgraduates enrolled in regular courses in Patiala, Punjab University, or any authorised universities in Chandigarh, Haryana, or NCT Delhi can qualify for this scheme.
- Individuals must have qualified 10+2 in regular courses from recognised educational institutions affiliated to the Central Board of School Education (CBSE), Board of School Education Haryana, Bhiwani, Delhi and Indian Certificate of Secondary Education Board (ICSE), Delhi, located in Chandigarh and Haryana only.
- Individuals must not have passed 10+2 from National Open School or through correspondence.
- Applicants must register themselves to the Employment Exchange.
- The age limit of 10+2 applicants must be 18 to 35 years, and graduates and postgraduates must be between 21 to 35 years.
- Employees expelled from Government services are not eligible for this scheme. Individuals should not be employees in any sector, be it public, private, semi-government sectors or self-employed.
- Applicants' family income must not be above ₹3 lakhs from all income sources.
How to Register for the Saksham Yojana?
Follow the simple steps mentioned below to apply for the Saksham Yojana for graduates, postgraduate, and 10+12 passed applicants:
Step 1: Log in to the official portal of the Employment Department of Haryana. Select the "Free Job Seekers Registration" option. Read the terms and conditions and select "Proceed with Registration".
Step 2: Fill in the form as it appears on the following page and select "Save/Next".
Step 3: Once an individual is registered, submit the relevant documents along with a photocopy of a temporary I-card to the nearest work-trade.
Note: Submit all these documents within 15 days of online registration.
Step 4: After submitting the required documents, visit the official portal of the Saksham Yuva Yojana, Employment Department of Haryana. Log in with the applicable credentials to the Saksham Yuva page.
Step 5: Fill in another application form and submit it to complete this registration process.

Applicants need to submit the following documents to apply for this scheme:
- Identity proof such as an Aadhaar card
- Details of bank account
- PAN card
- Educational certificate (graduation and postgraduation, 10+2 mark sheet and degrees)
What Are the Benefits of the Saksham Yojana?
As mentioned earlier, eligible beneficiaries will receive a monthly allowance. Take a look at how much funds does an applicant qualify to receive against his or her eligibility:
- Applicants who have qualified matriculation examination - ₹100/month*
*Note - This is for applicants who have availed of the earlier scheme, and they will receive this allowance till they turn 35 years. However, the minimum qualification for this new amended scheme is 10+2.
- Applicants who qualified 10+2 or equivalent - ₹900/month
- Applicants who qualified graduation or equivalent - ₹1,500/ month
- Individuals who qualified postgraduation or equivalent - ₹3000/month
Eligible beneficiaries will receive a monthly honorarium, up to ₹6,000 (per month), for working for a maximum of 100 hours on the honorary assignment in a month. This is available under Corporations or Registered Societies, Department or Boards, registered by the private companies and Haryana Government.
Please note that the Employment Department of Haryana will pay an honorarium to employees working on the honorary assignment of Boards, Corporations or Departments from the allocated budget and head of the prevailing UEA scheme (2005). Private enterprises will pay an honorarium to employees working on honorary assignments of that enterprise.
