Features of the first phase of PMSSY are –

• Establishing six AIIMS like institutions.
• Modernizing thirteen existing Government medical colleges.

Features of the second phase of PMSSY are – 

• The Government of India gave the nod to set up two more institutes in the line of AIIMS, each in Uttar Pradesh and West Bengal.
• Upgrading six more medical college institutions.

The third phase of PMSSY has the following feature – 

• Upgrading the medical college institutions of Rewa, Jhansi, Gorakhpur, Kozhikode, Darbhanga, Bellary, Muzaffarpur.
