Statewise/Interstate Quarantine Rules and Guidelines to Follow
Given the severity of the current circumstances with the second wave of COVID-19 wreaking havoc in India, states have imposed strict regulations for passengers who are availing the airport facilities for interstate or international travel.
Each state government and respective authorities have also chalked out several quarantine guidelines for passengers and airlines to ensure that travelling remains as risk-free as possible.
Following is a breakdown of the guidelines and regulations issued by each state, starting with Andaman & Nicobar Islands, as of 26th April 2021. Anyone planning for inter-state travel must strictly adhere to these guidelines.

Delhi
Institutional quarantine
For international passengers:
- No institutional quarantining
Domestic passengers:
- No requirement to undergo institutional quarantine
Home quarantine
- For international passengers: 14 days self quarantining
- Domestic passengers will only need to follow 7 days home quarantine. Constitutional, government functionaries and staff do not have to undergo 7 day home quarantine if they are asymptomatic.
- Those tested positive should mandatorily follow home quarantine or at CCC/CHC/Hospital for 10 days.
State/Airport obligations
- Upon arrival, all passengers will have to undergo thermal screening.
- Passengers travelling through or from or in transit via Maharashtra should have a negative RT-PCR report.
Airlines obligations
Stop the boarding of those passengers from Maharashtra without the possession of a negative RT-PCR report.
Passenger obligations
- All passengers will have to download the Aarogya Setu app on their mobile phones.
- Carry a negative RT-PCR report if transiting/arriving through Maharashtra.
COVID test
- Random covid testing will be done for passengers travelling from the states where there has been an increase in COVID-19 cases.
- If passengers travel from Maharashtra or are transiting through it, they have to carry a negative RT-PCR report. If they don’t have a report, one will be taken for them free of cost.
Rajasthan
Institutional quarantine
Individuals with Covid symptoms will be isolated and then transferred to the nearest health facility for further procedures.
Home quarantine
15 days home quarantine for constitutional post-holding government officials and medical support teams (those exempt from pre-travel RT-PCR tests).
State/Airport obligations
Mandatory thermal screening for all passengers.
Airlines obligations
- Airlines must submit pertinent details of each passenger, with their mobile numbers to Website Link.
- Airlines must ensure that passengers travelling to Udaipur have uploaded their negative RT-PCR test results on Website Link.
- Check every passenger’s negative RT-PCR test results.
Passenger obligations
- Passengers travelling from Gujrat, Maharastra, Punjab, Kerala, Haryana, and Madhya Pradesh must carry a negative RT-PCR test result, conducted not before 72 hours from the time of arrival.
- Aarogya Setu app is mandatory for all passengers.
- To be eligible for the screening process, all passengers must submit a self-health declaration form

Karnataka
Institutional quarantine - No institutional quarantine is necessary.
Home quarantine
No home quarantine is necessary. However, mandatory home quarantine for 14 days should be followed if tested positive.

Airlines obligations
A negative RT-PCR report is necessary for those boarding from Kerala, Maharashtra, Punjab, and Chandigarh. It must be verified at the time of boarding by the airline staff.
Passenger obligations
All passengers arriving from Kerala, Maharashtra, Chandigarh, and Punjab have to carry a COVID-19 negative report from any ICMR lab ahead of 72 hours.
Every passenger should download Aarogya Setu app.

- Aarogya Setu app is a must for all passengers.
- Also, travellers need to install the Indore 311 app and register on the same before arrival.
- Passengers must update the authorities about their health for 14 days after arrival to the city, using Indore 311 App and self-declaration form.
- They should carry a negative report of the RT-PCR test.
COVID test
- The thermal screening will be done at the airport upon arrival/departure.
- Passengers travelling from Maharashtra must produce a negative report of the RT-PCR test from an ICMR approved lab carried out not earlier than 48 hours. Passengers not carrying a negative RT-PCR test report will have to take the test at their costs. Those who tested positive will have to follow mandatory home quarantine.
Telangana
Institutional quarantine
- Domestic passengers showing no symptoms of Covid-19 are exempted from following any quarantine procedures.
- Symptomatic patients would be isolated and send to proper health centers for quarantine and treatment.

- Business travelers are exempt from the same as well.
- Passengers who are released from care centers after recovering from the infection may need to undergo home quarantine.

- Passengers travelling from Maharashtra will have their negative RT-PCR report checked before boarding.

- International passengers need to fill the “Novel corona self-reporting form” and download the “SMC COVID-19 Tracker App.”

- Every person will have to undergo thermal testing.
- At Surat, passengers without RT-PCR have to report for RAT.
Airlines obligations
- Airlines have to ensure that passengers fill the self-declaration form before they arrive at Surat.
- Provide passenger data to SMC officers.

- If a passenger does not have such a report, he needs to get the RT-PCR test done while at the Aurangabad airport at his own expense.
- Submit your contact details with the authorities in case they need to contact you.

Pune

- The government will send the symptomatic patients to the nearest COVID Care Centre.
- An APHO team will put a quarantine stamp on the left hand of the passenger.
- No quarantine or hand stamping for asymptomatic passengers.
- Mandatory home quarantine for 14 days should be followed if tested positive.
- Passengers leaving the state within 7 days of the arrival will be exempted from quarantine.

Jharkhand

Symptomatic passengers need to undergo RT-PCR or TRUENAT, and if they are found positive, following home isolation is a must.

- Thermal screening of passengers.
- Help passengers process for RT-PCR or self-declaration form.
Airlines obligations
- Airlines need to provide an arrival manifest with seat numbers and names to the APHO Team in the Arrival Hall thirty minutes before arriving.
- Airlines also need to email the manifest of passengers travelling to the dc-ran@nic.in.

- RT-PCR negative report within 72 hours is mandatory for all passengers.
- Every arrival passenger has to fill up the Self-Declaration form to submit to the State Health Department.
- Passengers are requested to monitor their health for 14 days after arrival in Ranchi.
- Every passenger should download the Aarogya Setu app.
COVID test
- There will be compulsory thermal screening for passengers from Maharashtra, Kerala, and Telangana.
- Passengers with symptoms will be tested for the RT-PCR/ TRUENAT, and if positive, should home isolate.

Kerala

Home quarantine
- All travellers to Kerala who do not have an RT-PCR negative certificate and are unwilling to undergo the RT-PCR upon arrival will need to stay in home quarantine for 14 days.
- If the purpose of the visit is for a short duration and is an emergency such as business, medical conditions, court case, etc., such passengers will be exempted from mandatory quarantine. However, they should have an entry pass through the COVID-19 Jagratha portal.

- Verification of e-pass.

Passenger obligations
1) After purchasing their flight tickets, passengers will have to register at - Website Link by following the instructions below –
- Visit the Jagratha portal.
- Go to option – Public Services-Domestic Returnees Pass.
- Choose a new registration.
- Enter the details required.
- Submit.
Passengers will need to carry the E-pass issued after registering their details. For international passengers, a Self-Declaration form is required to verify the status of their health.
2) Passengers have to show their e-pass to Health Officials at the airport.

COVID test
- The thermal screening will be done at the airport.
- Passengers needed to have a negative RT-PCR test taken 48 hours earlier.
- If passengers do not have an RT-PCR test, they will need to take one at their own cost. The facility is available near the airport in Calicut or Trivandrum. And it is available at the airport itself in the case of Kochi or Kannur.
- If passengers do not want to take the RT-PCR test, they will have to undergo 14 days of home quarantine.
- Passengers who visit the state for business, trade, medical, court cases, property management need to have a negative RT-PCR test.

- No home quarantine for domestic passengers.
- International passengers will be subject to RAT testing if they are unable to produce negative RT-PCR test results conducted in under 96 hours from the time of travel.
- They will then need to be under home quarantine for the next 7 days.
- Passengers are exempt from quarantine if they leave within 72 hours of arrival in the state.

Andhra Pradesh

- Thermal screening to be done for all arriving and departing passengers.

- Every passenger will have to first enroll on the Andhra Pradesh government’s website – spandana.ap.gov.in before booking tickets.
- All passengers must download the Aarogya Setu app.
Airlines obligations
Airlines can permit bookings only after receiving clearance from Spandana.

No COVID test is conducted at the airport.
Odisha
Institutional quarantine
Passengers from West Bengal will need to quarantine mandatorily for 14 days.
Home quarantine
- Travellers from West Bengal who are not quarantining institutionally will need to be under home quarantine for 14 days.
- Also, passengers coming from Kerala, Punjab, Maharashtra, Chhattisgarh & Madhya Pradesh should submit a negative RT- PCR report issued from an ICMR lab. Mandatory home quarantine for 14 days should be followed if tested positive.
State/Airport obligations
States will need to follow general COVID screening protocols for all travellers.
Airlines obligations
Ensuring that travellers are not allowed to board the flight if they do not have –
- A negative RT-PCR test report not generated earlier than 48 hours of swab test collection.
- Final COVID vaccination certificate, which is generated only after an individual has received both doses.
Passenger obligations
- Passengers should download and install the Aarogya Setu app before they arrive in the state.
- All passengers must either carry a negative RT-PCR test result from not earlier than 72 hours of travelling, or a Final Covid Vaccination Certificate. If a traveller fails to produce any of these, he/she will be denied boarding at the state of origin.
- In the case of passengers from West Bengal, the test reports should not be from earlier than 48 hours of travelling.
- Passengers above 55 years need to submit a RAT after arriving.

Chattisgarh
Institutional quarantine
Seven-day institutional quarantine.
Home quarantine
- Seven days home quarantine is compulsory for all persons entering the state.
- Those who have return tickets within 72 hours of arrival are exempted from quarantine.
State/Airport obligations
- Authorities will conduct thermal screening for all the passengers.
- All passenger details, including details of the journey, will be recorded at the COVID desk upon arrival.
- RT-PCR test will be taken for those passengers who do not have the report.
Passenger obligations
- Every passenger should carry an RT-PCR negative report.
- If the passenger does not have an RT-PCR test report, they need to give the same or else undergo seven-day institutional quarantine at their own expense.
- Every passenger has to download the Aarogya Setu app.
Airlines obligations
Any passenger found symptomatic upon arrival will be guided to the medical room along with their luggage. Those tested positive will have their luggage handed over to them in an isolation room/Ambulance by the Airlines.

- All passengers need to have RT-PCR negative report before 72 hours.
- Those passengers without an RT-PCR test will need to take one on arrival free of cost.
- Testing for children below the age of 12 years will be done only after parents give their consent.
Tamil Nadu
Other states to TN
Institutional quarantine - 14 days, on the condition of home quarantine facilities being unavailable for travellers.
Home quarantine - Mandatory for 14 days.
State/Airport obligations:
- Individuals travelling from Gujarat, Maharashtra and Delhi will have to undergo a COVID test on arrival.
- For individuals arriving from other states, only those found symptomatic will be tested for COVID.
Airlines obligations:
- Authorities will have to verify each individual’s TN E-pass and registration at the origin.
- MAA and TXN airports will have counters where passengers without passes can avail support on arrival.

- Home quarantine - 7 days. Those travelling for business and returning within 48 hours will be exempted.
- State/Airport obligations - Every passenger arriving from Chennai International airport will be tested on arrival.

Institutional quarantine - NA
Home quarantine - 14 days. Individuals found to be asymptomatic will be allowed to leave with instructions for self-monitoring.
State/Airport obligations:
- Samples collected from all symptomatic passengers for COVID test. Sample collection, along with health condition assessment, will be done at the nearest health facility.
- Thermal screening of each passenger on arrival.
- Collection of self-declaration form from passengers on arrival.
Airlines obligations - Collecting and submitting digital self-declaration forms from passengers on arrival to the State Health Authority.
Passenger obligations:
- Filling up and submission of self-declaration form using the Sandhane app,.
- In case asymptomatic individuals develop any symptoms, they will need to inform the authorities immediately via the state call centres, reachable at – 1800 313 444 222/033 – 2341 2600, 2357 3636/1083/1085 for immediate help.
- Passengers displaying mild symptoms of infection will be advised to undergo home or institutional quarantine.

Mandatory home quarantine for 10-14 days should be followed if tested positive.

Departure and arrival manifest has to be shared with the proper state authorities.

- Should carry a negative RT-PCR test, which should be conducted within the last 72 hours from an ICMR lab. This time is calculated from the time of sample collection.

Institutional quarantine
Passengers will have to undergo RT-PCR testing on arrival mandatorily.
In case of positive results, passengers will be transferred to a Covid Care Centre in the state for further processing.
Home quarantine
- If an individual tests positive on arrival, he/she will either remain in the state’s Covid Care Centre or under home quarantine till the time he/she tests negative.
- Passengers travelling mainly from Maharastra, Punjab, Kerala, and Karnataka should submit their RT-PCR report from an ICMR lab. The report will be valid only within 72 hours of testing upon arrival.

- Thermal screening and e-invite validation for all passengers.
- Covid test is mandatory for all. Upon arrival, passengers have to undergo tests at their own expense except for individuals arriving from Delhi, UP, Maharashtra, West Bengal, Bihar, Kerala, and Karnataka. Such passengers need not undergo testing if they possess a vaccination certificate.

Home quarantine
- Mandatory home quarantine for 14 days should be followed if tested positive.
- Passengers visiting for a short period (7 days or less) are exempted from quarantine provided they submit their negative RT-PCR report from an ICMR approved lab during the last 48 hours before arrival. If passengers do not have an RT-PCR test, they will need to submit one at their own expense.

Airlines have to ensure that passengers boarded on the flight all possess an RT-PCR/TRUENAT/CB-NAAT/RAT negative certificate.

- Passengers who travelled outside the state and returned within 96 hours will not undergo on-arrival testing if they are asymptomatic & should produce relevant documents such as proof of address.
- Passengers who possess a valid return ticket within 72 hours will be exempted from on-arrival testing if they are asymptomatic & should produce relevant documents such as proof of address.
- Passengers travelling due to family bereavement, pregnant women, children below 10 years, elderly passengers above 75 years, passengers returning the same day or with pre-existing medical conditions will be exempted from mandatory quarantine.

- Health authorities will decide on a case basis for all passengers who are symptomatic.

What should I do if I start developing symptoms a few days after I have arrived at my destination?
If you start developing symptoms, you must inform the state health authorities immediately. Few of the states have already put protocols wherein you will be monitored for a specific period after your travels.
Is mandatory institutional quarantine imposed by states free of cost?
